国务院国资委副主任黄淑和在15日举行的中央企业品牌建设工作座谈会上说,缺少全球叫得响的知名品牌是中央企业最突出、最严重的短板。品牌建设是内强素质、外塑形象的系统性工程,是一项需要一以贯之、持之以恒的工作,应该成为一把手工程。

黄淑和说,在国务院国资委监管的中央企业中,有45家进入2013年世界500强,但在国际权威品牌评估机构英特品牌公布的榜单中,还没有一家中央企业入围全球最佳品牌100目前,全球80%的市场已被20%的著名品牌垄断,没有品牌的企业,只能成为卖苦力的工厂。

他特别强调,加强品牌建设,迫切需要中央企业负责人更新观念、开放思想,要把品牌建设作为一把手工程来抓。各级企业的一把手要亲自抓,分管领导要深入抓,其他领导要协助抓;还要设置专门机构、配备专业人才、安排专项资金,大力推进品牌战略。

黄淑和还透露,国资委正研究对包括品牌价值在内的无形资产进行考核。在去年底修订的《中央企业负责人经营业绩考核暂行办法》也提出,将增设品牌建设特别奖,以表彰在品牌建设方面取得突出成效的企业,并在考核中给予加分。

 我们希望到2020年末,能涌现一批品牌战略明晰、品牌管理体系健全、品牌建设成果显著的企业,形成一批质量优良、服务上乘、具有广泛影响力的知名品牌,培育一批拥有自主知识产权和国际竞争力的自主品牌。黄淑和说。
