中央企业负责人经营业绩考核工作会议近日召开,国务院国资委副主任黄淑和讲话指出,围绕2012年业绩考核的重点任务,国资委将出台四项业绩考核配套政策:一是为体现保增长的要求,对因形势和市场发生重大变化、客观上难以准确把握而使实际完成值超过目标值较多的,在核定考核结果时暂不扣分。二是出台中央企业科技创新成果考核奖励办法。对获得国家级科技奖励、专利金奖和主导制定国际标准的企业,在年度业绩考核中给予加分奖励。三是出台中央企业解决历史遗留问题业绩考核处理办法。因解决厂办大集体、分离“三供一业”等历史遗留问题而对经营业绩产生重大影响的,在业绩考核中予以酌情考虑。四是出台中央企业承担国家战略性任务业绩考核处理办法。对完成国家战略性任务、有利于企业获得长期竞争优势的项目,在考核目标确定或考核结果核定时予以实事求是的考虑。
